As we head into the winter solstice, a time for renewal and reflection, I want to look back on some of the great work that happened in the City this year.

However,  before I dive into the details of these exciting projects, I’d like to take a moment to express my gratitude to City Manager Dorothy David. As she prepares to retire we should all take a moment to reflect on the incredible work she has done for our city. Dorothy has been a dedicated and visionary leader, and her contributions to Champaign will be felt for many years to come. Her long career at the City included the creation of our Equity and Engagement Department, spearheading the Neighborhood Wellness plan, and finding funding to move the Garden Hills infrastructure projects more quickly. Our community owes her a great deal, and we wish her all the best in this next chapter of her life.

Downtown

Plans to transform the Neil Street Plaza into a vibrant public space are moving forward. With features like new landscaping, seating, and a pop-jet fountain, the plaza will be a place for everyone to gather and enjoy. Alongside this, the Neil Street Beautification Project will enhance the corridor with cohesive branding and landscaping. These improvements will revitalize our downtown and support small businesses in the area.

We also have big changes coming to Park Avenue. The project aims to create a more pedestrian-friendly space, with plans to raise the street level to make it safer and more accessible. This area will also be a fantastic venue for events and activities, breathing new life into a key part of our city.

Springfield and Mattis TIF District

A new tax-increment-financing (TIF) district is being developed to revitalize the west-central part of Champaign in District 3. This includes the Country Fair Shopping Center and other nearby areas. Redevelopment here could bring much-needed investment, affordable housing, and public green spaces to the community and District 3 Council Member Jamar Brown has been a huge advocate for this work.

CU At Home

The City recently approved a special use permit allowing for supervised transitional housing staffed by CU at Home. This housing will shelter up to 16 men and10 women in temporary residences for up to 24 months. The goal is to provide predictable and stable living arrangements for residents who will be transitioning to more permanent housing. Proposed residents will be screened and must meet specific criteria to qualify for the program. This new transitional housing helps to ensure we have a continuum of care for individuals in our community.

Garden Hills Neighborhood Improvements

The Garden Hills neighborhood continues to see a transformation with $32 million in investments underway. Beyond addressing long-standing flooding issues, this project will include the creation of a new Hedge Park, complete with a playground, splash pad, picnic areas, and more. It’s inspiring to see such a significant focus on equity and community-driven development.

All of the projects highlighted here  reflect the Council’s  commitment to making Champaign a safer, more inclusive, and vibrant place to live, work, play and stay. As we continue to work together toward these goals, your support and input are invaluable. Please stay engaged and share your thoughts—whether it’s at public meetings or a return email to me to provide comments..

Together, we will ensure these projects have a lasting, positive impact on our community.

Warmly,

Deb Feinen

Mayor, City of Champaign
