Tomorrow night we will be discussing the annexation agreement for the Water Company. Many of the neighbors are concerned about the impact the treatment plant may have on the area. We all can agree though that we need more water capacity (especially given the voluntary use restrictions this summer). It should be an interesting meeting.
We also have a post council study session on the projects that need to get paid for and how to pay for them. Items such as the parking deck downtown and the boneyard second reach project. We can “pay as we go” or we can bond or do some combination of the two. The recommendation is to bond. However with the parking deck at least I want to ask about using parking revenues to repay the bonds. Staff is reporting that revenue bonds (meaning bonds tied to repayment from a particular source) don’t have as good of an interest rate- they are recommending simply to issue general obligation bonds.
We are also looking at changing our policy on how long we store abandoned/lost/stolen items (mostly bikes). Currently the City keeps them for 6 months before getting rid of them, under the proposal the City would only keep them for 60 days. Given the storage that it takes for these items this seems to make sense.
